Andrew Miller was born November 16, 1870, in Denmark, and moved to the United States with his parents when he was two years old. He went on to study law and was admitted to the Iowa bar in 1894. On May 28, 1896, he married Ava Mabel Wing with whom he raised a family of four children.
Miller won his first political office in 1896 when he was elected County Attorney for Winnebago County, Iowa. He served as Mayor of Forest City, Iowa, for four years from 1897 to 1901. In 1903 he ran for the Iowa state legislature but lost.
In 1905 Miller moved to Bismarck, North Dakota, and began to practice law. Two years later he was appointed to the position of Assistant Attorney General of North Dakota which led to his election in 1908 as North Dakota Attorney General, a job he held from January 1909 to January 1915. In 1914 he challenged incumbent Asle Gronna in the Republican primary election for the United States Senate but lost. He was nominated by President Warren Harding to be United States District Judge for the District of North Dakota in 1921. He was confirmed by the Senate in 1922 and served as District Judge for nineteen years retiring in 1941.
Andrew Miller died March 17, 1960, in Fort Lauderdale, Florida.
