Consultant concerned with water policy and the Red River Valley of the North, 1980-present
Administrative/Biographical History
David C. Harrison served as consultant under contract to the International Coalition for Land and Water Stewardship from June to December of 1983. His work culminated into the First International Water Summit Conference for the Red River Valley of the North, held on December 8-9, 1983 at the University of North Dakota in Grand Forks. Its objective was to create a water policy among North Dakota, Minnesota, and Manitoba. Harrison served as Project Organizer and introduced his "Bottom Up" theory to achieve the purpose. This entailed water policies beginning at the regional, rather than national level. Water conferences were held in the Red River Valley for several years following this initial conference.
