Lois Fluetsch was born on August 8, 1914, in Jamestown, North Dakota. She attended public schools in Jamestown before graduating from Jamestown College. She was a stenographer at the Seed Loan Office in St. Paul, Minnesota, from 1935-1937, and at the U.S. State Department in Washington, D.C., from 1937 to 1939. She married Mart R. Vogel in 1939.
The couple moved to Fargo, North Dakota, where Mart Vogel was appointed Assistant U.S. Attorney. Lois Vogel was involved in the League of Women Voters, and became interested in constitutional reform. She led the Statewide Study of Constitutional Memory, as well as the Constitutional Research and Investigation Committee. This committee conducted a state study program on constitutional revision.
